The CCCP was founded to assist the propagation of free speech on the Internet. We empower those who are not making money off of their speech to be heard. The impetus for founding CCCP came in the summer of 2001, when founder David Weekly was frustrated at finding a number of non-profit websites that were shutting down several of their pages due to claims that they could not afford the bandwidth. Realizing the vast quantities of fiber and infrastructure deployed 1998-2000 to assist the bandwidth boom that never materialized, David decided to figure out a way to bring this glut of cheap bandwidth to the non-profit world.

Posting to Craig's list, David found several key volunteers who were not only excited about the idea of a non-profit colocation facility, but willing to put their time, money, and equipment into the project. David decided to move on it.

With an $1000 eBay bid, David purchased a yearlong 1U colocation contract with Hurricane Electric (HE) and put a server donated by David Ulevitch in the slot. With this seed planted, several individuals indicated their willingness to colocate their boxes with us. Shortly thereafter, CCCP became an official project of the Online Policy Group (OPG) as this was the most expedient way for us to get official 501(c)(3) non-profit status.

In mid-February of 2002, CCCP opened a month-to-month half-rack contract with Via.net. The half-rack was full by the end of the first month. After growing rapidly for around six months, CCCP decided it was time for a higher-tiered operation, one that could provide 24/7 onsite for all of its clients and 24/7 remote hands. On a fateful Saturday, a dozen CCCP volunteers showed up at Via.net's Palo Alto location and trucked dozens of servers over to HE's Fremont facilities.

At HE, CCCP has been empowered to thrive. As of March 2004, CCCP now occupies eight full racks of equipment hosting over 130 client servers, eleven Cisco switches, and almost a dozen pieces of CCCP servers and infrastructure. Cramming 30mbps onto the Net 24/7, CCCP is serving webpages, pictures, email, and online chat for millions of people a day. With dozens of volunteers and a core operations team of eight, CCCP offers excellent internal service, adding on to HE's already strong service and support.

Donations have served us well as a revenue model, with an 100% volunteer force - all donations go towards colocation. The model has scaled well, too, with the average donation size increasing as we grow and the incremental cost of housing a given server decreasing as we engage quantities of scale. (We pay now literally 10 times less for bandwidth than when we started!)
